As a alliance partner you will be able to offer a 5% discount to any of your students or professional members that sign up as a new member of ATA.

No, At this time you must choose to either offer the discount or earn cash for you school/group.
Why are there fee's for partnership?
Alliance partnership fee's go towards the adminstrative cost of running the program. Also charging a fee for partnership discourages schools or groups that may only be looking for "freebies".
